Ryo Kawate, representative of Japanese government, requested the design in 1987/1988. Work began in 1989 with materials brought from across Cuba. Sited in a location with view of local mountain range. It is designed around a large pond with waterfall composed of lava rock. A viewing pavilion (ukimi-do) was constructed on a small peninsula jutting into the lake.
